Ownership means an accountable action

An owner is not merely the person named on a project plan. The owner can make or obtain the decision, verify the evidence, correct the record, explain the result, and escalate when the workflow is unsafe or incomplete.

Name owners for applicant identity, guardian relationships, documents, decisions, offers, waitlists, enrollment handoffs, family messages, permissions, integrations, support, incidents, retention, and change.

Make ownership visible in the record

Every case should show current status, next action, due date, evidence, unresolved question, owner, backup, and review date. A queue without these fields creates the appearance of control while work remains dependent on memory.

Test a handoff between two operators. If the second person must ask for private context, improve the record or the workflow definition.

Connect ownership to access

The person who owns a decision may not need to edit every document. The person who supports the system may investigate without broad applicant access. Define view, create, edit, approve, publish, export, correct, archive, and delete rights.

GOV.UK procurement guidance recommends minimum necessary data, access control, security, supplier accountability, incidents, and end-of-contract responsibilities. Ownership should not become a reason for excessive access.

Review whether the model works

The U.S. Department of Education data-quality guidance connects business rules, validation, infrastructure, and professional learning. At 30, 60, and 90 days, review correction patterns, missed actions, support demand, access exceptions, family questions, and unresolved decisions.

Good ownership makes responsibility easier to see and safer to transfer. It does not mean one person must carry every task.

Make the next action clear
