Define the handoff boundary

A clean handoff starts by naming the event: accepted offer, completed enrollment, or another approved point. It states which applicant becomes which student, which values move, which values stay in admissions, and who approves the transition.

Do not copy the entire application by default. Move only the information needed for the next school workflow and preserve the source and reason for each value.

Validate identity and relationships
