Make evaluation fair

Publish scoring anchors, required evidence, assumptions, weights, acceptance tests, conflicts, limitations, implementation capacity, fallback, owner, approval, and review date. Do not award points for roadmap items as if they were demonstrated.

Make the next improvement testable
