Each scheduled paper in an exam session has content managed through the paper builder. Question banks store reusable items. Setters draft papers; a coordinator publishes the approved paper, with the committee chair gate applying when the session is committee-governed. Publication opens a linked FINAL assessment for marking.
A paper can be authored natively in the rich-text builder, assembled from an interactive question bank, or represented by an uploaded PDF or DOCX. A paper has a primary and secondary setter assignment, and the review gate requires both makers. A curriculum blueprint is optional for legacy flow, but once a blueprint shell exists it must be locked before review. Theory, practical and papers without a component type also need an answer key or marking scheme.
Keep paper confidentiality in mind when choosing a status. Draft and changes-requested content is editable by the makers and coordinators who are allowed to work on it; submitted content is reviewed by the committee; published content is locked against ordinary edits. Publishing snapshots the paper version, records the status change and creates the linked published assessment with mark rows for active students. It does not publish session results or make paper content a student-facing resource.
Setup workflow
- Create or reuse question banks at /exam-papers/question-banks.
- Assign setters per paper from the exam schedule / session detail.
- Setters draft in /exam-papers/my-setter-tasks → /exam-papers/[id]/builder (optional bank import).
- Submit for committee review; chair publishes the paper when ready.

Can I submit a paper with only one setter?+
No. The submit-for-review route requires at least two setter assignments, representing the primary and secondary makers. Add both on the paper detail page before submitting; coordinators are subject to the same content gate.
Does every paper need a curriculum blueprint?+
No. A paper can use the legacy flow without starting a blueprint. If a blueprint has been created, however, it must be locked before submission so its selected curriculum topics, marks and duration cannot change silently during review.
What changes when the chair publishes a paper?+
The paper becomes PUBLISHED, receives a publication audit/version snapshot, and creates or reuses a linked FINAL assessment with seeded mark rows for active students. Markers then work in that assessment; session-level results still require the separate publish-results action.
